Conceptual Framework The theoretical framework guiding this study conceptualizes policy analysis as a multidisciplinary inquiry aimed at the creation, critical assessment and communication of policy-relevant information. Policy analysis is a problem-solving discipline. To solve practical problems, the analysis draws on social science methods and theories (Dunn, 2012). The methodology of policy analysis is a process of â€Å"reasoned inquiry aimed at finding solutions to practical problems† (Dunn, 2012 pp. 3). Policy analysis is methodologically heterogeneous; it is not confined to a specialized social science field or constrained by the doctrines and principles of philosophies of science. Rather, as long as the research yields reliable knowledge, policy analyst may draw from a wide range of scientific methods, both qualitative and quantitative. The separation between science and non-science is a pseudo-problem. Nonetheless, the focus should be placed on the distinction between reliable and unreliable knowledge (Grà ¼nbaum, Cohen, Laudan, 1983). Policy analysis is partly descriptive and partly normative. Traditional social science disciplines are descriptive, which they describe and explain the cause and consequence of the policy. Whereas, normative refers to value judgment about what ought to be, in contrast to descriptive statements about what is (Dunn, 2012, Friedman, 1953).
